Transitioning from SETA to QCTO: What Organisations Need to Know

As organisations in South Africa continue to develop and upskill their workforce, understanding the evolving landscape of skills development is critical. Recent reforms have shifted the responsibility and focus of skills development initiatives from Sector Education and Training Authorities (SETAs) to the Quality Council for Trades and Occupations (QCTO). This article explains the key changes, important dates, and what organisations need to consider during this transition.

Why the Transition?

Enhanced Quality Assurance: The QCTO is positioned to provide more robust quality assurance and monitoring of occupational qualifications, ensuring that training outcomes meet industry needs.

Streamlined Processes: The transition aims to reduce administrative redundancies and ensure a more coordinated approach to developing and implementing occupational standards.

Alignment with the National Development Plan: The change supports broader national objectives around skills development, economic inclusivity, and competitiveness on a global scale.

Key Changes to Note:

Shift in Oversight and Regulation:

From SETA to QCTO: The responsibility for quality assurance of occupational qualifications is moving from SETAs to the QCTO. Organisations can expect new frameworks that emphasize competency-based assessment and clearer alignment with industry demands.

Increased Accountability: The QCTO will introduce tighter monitoring mechanisms to ensure that registered qualifications and training providers adhere to the required standards.

Impact on Funding:

Training Grant Adjustments: With the oversight transferring to the QCTO, funding guidelines and the processing of training grants may experience adjustments. Organisations should prepare for potential changes in application procedures and funding cycles.

Reallocation of Resources: As the QCTO establishes its role, there may be a shift in how resources are allocated towards skills development initiatives, emphasizing quality outcomes over quantity.

Transition Timeline

Key Dates Organisations Should Mark on Their Calendars

  • 30 June 2025- last learner enrollment date for SETA qualifications thereafter these qualifications will commence a phase out period until 30 June 2027. After this date they will be regarded as “Legacy qualification”

  • 1 July 2025 is the start of the QCTO system

How Organisations Can Prepare?

  • Review Existing Policies

  • Revising training curriculums to meet new quality assurance standards.

  • Updating internal compliance manuals and employee training guides.

  • Engage with Relevant Authorities

  • Prioritise up skilling your HR professionals and training managers on the new systems and processes that will be implemented under the QCTO's regime. Consider:

  • Participating in stakeholder workshops.

  • Organising training sessions led by industry experts.

  • Collaborating with training providers who already have experience with the QCTO standards.

The transition from SETA to QCTO marks a significant step in South Africa's journey towards a more streamlined, quality-centric approach to skills development. Organisations must adopt a proactive stance by reviewing policies, engaging with relevant bodies, and investing in capacity building to ensure a smooth transition. By preparing for these changes today, organisations can secure a competitive advantage and contribute to a robust and dynamic workforce ready for future challenges.
